Don't take it too badly! I appreciate that you were trying to stir up activity, for one thing, and if it was in character for him to do this, it's not like it's out of line. The IC/OoC line doesn't extend to our feelings as players about you or anything, just that Jazz may have some people who are ticked off at him IC.

I think you should decide if you're willing to have Jazz continue along this tack and gain some not-too-positive CR and perhaps go through some character development in the process, or if you think you went OoC and you'd rather retcon some of it. I think we all appreciate that Mayfield is a difficult place to play an active character that would want to fight back; a lot of characters have gone through the 'been there, tried that' thing, and the consensus seems to be that it's just really hard to play an active hero-type. I don't think you need to apologize for your character's actions for being naturally inclined to do this, as long as you're aware that it won't make him terribly popular. You'll have to approach it carefully.

Given that the mods are more open to active character interference now, though, maybe it would be a good idea to go ahead with some rebellion. But just be aware that it would be OoC for our characters to not be cynical about the idea.

So again, don't feel bad, what you do IC doesn't really affect our opinions OoC, and if you want to go ahead with some rebellion, you might need to have Jazz attack it with a little more tact.
