In canon, Germany first meets North Italy during World War I. He was in the middle of a mission when he stumbled upon a crate labelled "tomatoes" with an Italian on the inside claiming to be a tomato fairy. After some dialog between the two characters, Italy is revealed as the descendant of the Roman Empire. Germany is aghast and dreadfully confused by North Italy's behaviour--as he is throughout the series--and has a difficult time deciding if Italy is an incompetent soldier or in fact a genius by making Germany drop his guard.
After taking Italy as a prisoner, Germany proceeded to become even more confused. Germany couldn't comprehend why Italy had no motivation to try to escape, as a good soldier should. Eventually, two form an unlikely friendship and alliance. Italy visits during the interwar years, much to Germany's annoyance, at first. After all, he was trying to get all of those coo-coo clocks made to pay war reparations and all Italy was doing disrupting everything.
By the start of World War II, Germany formed an alliance with both Italy and Japan. Germany took the role as the leader of the group. He led training sessions for the three, and by going out of his way to save Italy on numerous occasions, such as when Italy got captured by the allied forces as a means to capture Germany. At this point, Germany and Austria are living together, symbolizing the Austrian Anschluss.
Germany engaged in a variety of activities during this arc, but perhaps one of the most important events was the aftermath of the Nazi-Soviet Nonaggression Pact. This was the point where Germany and Italy's friendship was confirmed, as Italy was worried he'd be replaced by Russia. However, this wasn't the case. If fact, Italy was Germany's first friend (with the exception of, perhaps, his brother.)
In the current era, Germany is shown efficiently leading world meetings by enforcing order. He has to yell in8 order to do it, but it stops the other nations from bickering among one another. He also participates in the G8 meetings, as Germany has one of the strongest economies. He lives in his own house now with his brother, Prussia, and his three dogs Aster, Blackie, and Berlitz.
For the most part, he is on good terms with the former allied nations.
